There are those in our society that are evil, such as those that create child pornography. The solution is simple - track them down and remove them from our society. Filtering the internet does nothing - it does not prevent the children being harmed or help remove the evil from our society, and this is well known by pretty much anyone who understands the internet.

Therefore the only reason you would attempt such a system is supress the views of those that wish to point out the flaws of the government. So do the right thing spend the money on investigating and tracking down criminals. Bill
