The solution to the problem of internet selection is easy. You provide software which runs on pcs which captures every web address to be accessed, checks with a "nominated site" to see if it is on an approved/disapproved list and either passes the address or blocks it. The "nominated site" can be one run by the Govt or any other interested party such as a church group or a commercial org. Parents decide and set the "nominated site" to be trusted. This takes it out of the hands of the Govt and allows parents the control they want.
