Any form of content filtering should be based on the content providers not the delivery mechanism. In this case content providers would enter into an agreement with an ISP guaranteeing only clean content will be supplied. It is a form of self regulation on the part of the content providers, not unlike broadcast media. In this way breaches are the onus of the individual suppliers of content rather than the ISP.
