Indeed, policies should not be made in a vacuum. As a civil libertarian I have serious concerns about ISP level filtering and the reasons for the idea being considered. The ineffectiveness of it in fulfilling the stated goals is a serious concern and the downsides (slowing broadband, potentially blocking useful sites and even the simple right for Australians to enjoy online erotic content) outweigh the perceived good.
