Most advanced democracies today have a public consultation phase in passing legislation. Such consultation is often one sided with Govt holding all the information and tools, leaving the general public to argue in emotional terms. Not an good model for constructive consultation. Making publicly funded information available for such consultations is essential for the good working of Government. I would also advocate for the release of base data (with personal information removed) and encourage the use of re purposing tools for civil society to develop their own models and interpretations to mount effective consultations.
