I think the difficulty is in determining what certain PSI is used for at the point of availability on the web. This ties in with licensing in so much as I believe that PSI should be freely available for non-commercial use, but that profit-oriented entities should pay for the data if they are going to make money off it. The problem is that if a member of the public can access this data for free, so can the companies that you would like to pay for the same privilege. Businesses can absorb modest fees for usage of PSI, and should continue to do so. In general, I think as much PSI as possible should be available for non-commercial and educational purposes as possible. This will drive research and innovation which can provide definite advantages to the community.
