Well considering you seek to throw us into the same type of internet black spot as China, Lybia and North Korea I'd say the largest roadblack to the Australian digital economy is the proposed mandatory filter composed of a secret list compiled by a group of individuals who answer to no public body. Not to mention the issues of speed reduction on Asutralia's already pathetic internet infrastucture coupled with over and under blocking.
