Listening eh? No, you are not. Look at the damn comments and read what people are saying. They sum it all up better than I ever could. APC also had a good rundown of this 'blog', which is less of a blog and more of comments on an obvious badly designed government website. If you really want to reach my generation, you need a little Web2.0 and much much better feedback.
