Discussion paper

The paper was released for public comment on 24 April 2009 and closed on 19 June 2009. The Department is considering received responses.

The paper provided background on the 15 year spectrum licences and in particular sought to explore public interest criteria that could form the basis for any Ministerial decision to determine a class(es) of services for which it would be in the public interest for the Australian Communications and Media Authority (ACMA) to renew 15 year spectrum licences.

Feedback was also sought on issues related to the re-issue of the 15 year spectrum licences.

The paper is intended to contribute to discussion only; it does not represent or foreshadow Australian Government policy. Information and feedback gathered in the course of this process will be used to develop policy advice to the Minister for Broadband, Communications and the Digital Economy.
