Convergence Review Emerging Issues paper
On 6 July 2011, the committee released the Convergence Review Emerging Issues paper that finalised the review principles, highlighted key issues raised in submissions and consultations and forms a basis for further discussion. The committee made an open call for input on these issues and all other aspects of the review. The open call for submissions to the review has now closed.

Framing paper
On 28 April 2011, the committee released the Convergence Review Framing Paper, which outlined the committee's initial thinking on the principles that could underpin any new media and communications policy framework in Australia. The committee called for input on these principles and issues that arise from them. The final principles and the issues arising from the consultation were published in the Emerging Issues paper.
